Local Partnerships brings together Stephen Blackadder, Steve Head, and Barry Omundson. Each brings extensive experience in leadership, governance, and organisational roles, and they work together deliberately and consistently across engagements. Stephen Blackadder

Managing

Stephen Blackadder brings more than 40 years’ experience across Local Government as both a senior executive and a consultant. His career includes service as a General Manager of councils, as well as extensive advisory work supporting councils across Australia.

Barry Omundson

Executive Director
Tasmania and Queensland

Barry Omundson is a former Local Government Chief Executive Officer with experience across metropolitan, regional, rural, and remote councils. His background includes senior leadership roles in Queensland and Tasmania.

Steven Head

Executive Director
New South Wales

Steve Head is a former Local Government Chief Executive Officer with experience leading councils through complex operational, governance, and organisational environments. His work has included direct engagement with elected members, executive teams, and communities across multiple councils.
